I've been working out lately and sure I am pretty strong, but I don't really see any new muscle mass growing. I mean my biscept is pretty hard, but not big and I'm looking for both so I need help.

to gain muscle you have to lift heavy weights and do low reps (weights you can hardly lift) - 5-8reps 2-4 sets and do them 3 maybe 4 times a week - never work on the same muscle group two days in a row - muscle grows in between workouts while you rest.
and take protein shakes right after working out - it repairs muscle

Steer clear of any steroid use whatever you hear the risk is not worth the look. Protein builds muscle, thus the protein shakes enjoyed by body builders to add bulk. Proteins containing all the essential amino acids are called complete proteins ex meat, eggs, milk and cheese. There are oral preparations as supplements. You can find these at your local nutrition center.

You need to have 14% bodyfat to show muscle and eat things high on protein after working out.

how much body fat do u have, if it is over like 14 percent u wont be able to see defined muscle. if you do have this much then, yes u do have muscle it is just that the fat is covering it up, so just loose some fat go on a healty diet. hope this helps

make sure after each workout you eat high protein foods... it may take a few weeks to notice change
