My friend and I were a little miffed to find out that while we both have normal BMI's persay, according to FRAME- consideration she is overweight and I am underweight. Is this something that should be seriously considered?

BMI just the same way as scale are pretty irrelevant.
what really can tell you if you are overweight is body fat percentage which should be below 25% for women.
you can have very high bmi and actually have less than 10% body fat (e.g. bodybuilders) or you can have very, very low bmi but actually have relatively high body fat percentage (e.g. people with eating disorders)
