whatever he pays someone who is not related to him. while he can pay a relative it must be fair market rent with verifiable receipts and a source of income to pay the rent.

Whatever it is. No more and no less. If he's paying "rent" to a closely related person it's likely to be looked at very closely as this is a common fraud indicator.

Now that question sure sounds like you are trying to commit fraud. How much should you say it is? How about however much it really is?

Say what it really is. Otherwise you'd be committing fraud, and they do have inspectors out there who look for fraud.
