Unless it is quite hot, I don't think so. I have three 8 month old right now and they can run around the house for a LONG time and never pant.
If it is not hot, I would see a vet. Exercise intolerance can be a sign of heart problems. Not unheard of in young cats.

not really no, Is the cat drinking water and exercising normally? She/He could just be overheated also.. Check the area where the cat lives.... Is it too hot? can it get to food and water easily? and secondly look at what you are feeding the cat.... is it getting kitten food with supplements for healthy growth development etc... If these things are all ok see a vet just to make sure kitty is ok

Cats don't normally pant. It is getting overheated somehow. Make sure it can get to water and try not to let it get that way. An animal has a hard time drinking when it needs to pant
