Why aren't all cars required to have bumpers that will meet in the event of a collision?

Because to match the height of a tractor-trailer, the bumper on your Miata would be across the windshield.

Because some cars are built small to get into tighter places and then there is trucks that are high so they can go off road..

good question but then it would be hard to go off roading if to low and cars to ugly if to high so it matches the off roader. People just need to watch out and be more responsible.
