you're right about the meanings!

both words start with the sound we have in 'meaSure'.
joueurs - joo-er (don't say the 's', the 'eur' is pronounced by rounding your lips and then there's that raspy French 'r'. 'ou' is also 'rounded' and is a deeper sound than we have)
jouer - joo-ay (roughly! here the 'r' is silent)

both words also have a small stress on the 2nd syllable: da-DUH!

You are correct, 'joueurs' means players (joueur = player) and 'jouer' is to play.

In both words the syllable 'jou' is pronounced the same: similar to 'jew'.

The last 'e' in 'jouer' is like 'e' in 'egg' without the 'g' sound' and the 'r' is silent.

'eu' in French has a sound that doesn't exist in English. Get your lips ready to pronounce 'o' as in 'oh' but say 'e' instead.
The 'r' has a guttural sound. The 's' of the plural is silent.

You have the meanings right, yes.
Jouer ends with an "ay" sound (zhou-ay), joueurs ends with a bit of an r sound and the vowel is like "uh" (zhou-uur) .
