There are no laws about it (unless you have city ordinances locally). However, it is considered proper to light a flag flown at night. The exception would be during a time of war when light security makes a blackout necessary.
Here are a list of accepted "rules" for flying Old Glory.

Edit: I stand corrected. 36 USC 174 states:
It is the universal custom to display the flag only from sunrise to sunset on buildings and on stationary flagstaffs in the open. However, when a patriotic effect is desired, the flag may be displayed twenty-four hours a day if properly illuminated during the hours of darkness.

No one can stop him from displaying it as he wishes. But if he were observing proper flag etiquette, he would either take down the flag at dusk or have a light shining on it. I would think that a military veteran would know his flag etiquette, but apparently this guy doesn't.
(I'm a veteran myself)

There are no laws against this, but there is protocol that states: An American flag, when flown at night, must have a light shining on it, until day break.
To do any less, shows disregard for the American flag, and what it represents !

i admire this veteran. And he's so precise. enable them to be adult males. enable them to combat our veterans and electorate. It became right into a large video. between the main suitable I even have seen. i understand what i could have finished with that mexican flag, yet this veteran dealt with it in a civil way. a genuine American!!!

Its a democracy, you have people burning the flag, go ***** about that, instead of some poor guy who maybe cant put the flag up and down daily due to health reasons, or is to poor to afford a spotlight.

A veteran should know that more than a civilian so it shouldn't be flown at night.
