Typically human beings can be categorised in to 3 different body types.
Endomorphs - naturally big boned, tends to have a slightly higher level of body fat and round features.
Ectomorphs - Naturally longer, lean humans, with low body fat levels.
Mesomorphs - Naturally muscular, often slightly shorter in limb length with a good distribution of fast twitch fibres which means they are good at explosive sports.
I am an ectomorph, my body, with its long limbs is more suited to long distance running, which i used to do a lot of, but i have been doing weight training fro sometime now and the muscle tissue is growing well.
Endomorph's (rounded guys) would put muscle tissue on quicker than me, although they really have to control their body fat levels otherwise the muscle is simply disguised with a layer of body fat and may detract from the persons physique.
Mesomorphs (naturallu muscular but shorter) can put muscle tissue on the quickest, however, it is very typical for mesomorphs to have shorter bone length and therefore a stocky appearance may start to result.
In my opinion, if an ectomorph (naturally skinny guy) can build his / her body up over a period of time, it can tend to look the most aesthetically pleasing out of all three body types because of the longer bones and the muscle fibres are typically longer, however, the ectomorph has to train correctly, and may suffer with slow results if the person uses incorrect training systems and does not get enough protein on board. However, due to the ectomorphs natural affinity for doing long distance / endurance training, they can keep their body fat levels down and they may even get a quicker recovery than the others as cardio vascular training helps blood flow around the body which is the bodies natural healing product.
So there are pro's and cons for all 3 body types. As I say, I am naturally an ectomorph (long limbs / slim build) but have built my frame up with weight training and I am completely happy with things.

It is easier for a fat person to get muscular than a skinny person because your body needs energy to work, and fat is a major source of energy which will be the first in your body to get burned. For a skinny person to get muscular, you must lift, or course, but also eat a lot. Your muscles need protein to grow, and meat is a great source of protein. Both can achieve it with the right diet and execrise. I'd think the same amount of effort would be required by both; fat people have to lose the weight and build the muscle, skinny people have to gain the weight and build the muscle, there are no quick and easy fixes for either if it is to be done properly and be long-lasting.

Fat or skinny it doesn't matter. Its alot of hard work to become fit and muscular. It takes determination and willpower to be fit. I was fat 4 years ago and I am now fit and muscular, it wasn't easy but it was well worth it. You need to consult a personal trainer, thats how I lost the weight and gained muscle.

fat people provided they eat well can gain muscle alot quicker than skinny people, if your talking about ectomorphs, if you are referring to people who lost weight due to dieting? they will lose muscle from not eating enough and their bodies will fight them tooth and nail to avoid muscles, afterall when your starving the last thing your body needs is a fuel hog.
But that depends on their genetics if dieting will cause such a drastic thing, my brother is a ectomorph and can't gain muscle no matter what he does, but boy can he run! Now a friend of mine is chronically dieting since she restricts to keep the weight off she lost and complains about being flabby and not gaining muscle despite exercise and weight lifting program. She is starving so her body resists muscle building fuel hogs.
Now me I lift weights for five minutes twice a week and my strength and muscles increase dramatically. I don't lift anymore due to my high bp problems.
