It depends. If a person is deciding hot or not, it is more a reflection on themselves as to what they define as being attractive or not, rather than the other person.

It sounds as though they don't know what appeals to them, or maybe they have an analytical nature where they need to sort through what qualities are the most important to them, over others. eg. is a sense of humour a more important quality than maturity at the end of the day?

It is a totally individual decision, just as some people like blonde hair over dark hair, or blue eyes over brown eyes, although that is a simple example, I hope it helps illustrate what I am trying to say.
