In California, your best bet is to jump on one of the one to three-day boats running out of San Diego. The fish are "close" enough to find them on a one-day trip (the boats leave around 11PM to midnight, run 50-80 miles out, fish from sunrise until around 3:00, then head back home), but the extra time you get fishing on a multi-day trip (not just the extra days, but the time from 3PM until sunset) can really pay off.
Just looking over the catch counts for today, it seems there are some yellowfin tuna moving in. They're warmer water fish, which means the boats getting them are probably heading south, while the boats getting the albacore are running west or north into cooler water. In other words, the albacore season may be fading, though there are still fish to be caught.
Some years late summer and fall can bring a good albacore bite out of central California (Morro Bay and points north), but I haven't heard of a bite up there yet this year. The L.A. area landings seldom send out boats after tuna.
Anyway, there are open-party boats running out of several landings in San Diego:
Fisherman's Landing http://www.fishermanslanding.com/
Point Loma Sportfishing http://www.pointlomasportfishing.com/
H&M Landing: http://www.hmlanding.com/
Seaforth Sportfishing http://www.seaforthlanding.com/
Islandia Sportfishing http://www.islandiasportfishing.com/
One-day trips run roughly $200 (give or take), food is extra, as is fish cleaning and tips. Tackle is available for rent, too, if you need it.

Lets see when I was in High School near San Diego Ca. we would have to go as far as 60 miles off shore.
A lot depends on the water temps and currents.
For got his Yahoo ID but there is one who will be able to help you out a lot better than my response.
No chance of catching Charlie any where close to shore tho.
Check for Albacore charter boats.
