Its what the garbage company pays for dumping at a landfill. It pays a fee to tip its load

If you're in the UK, it's the fee for dumping a load of garbage or rubbish at the landfill or transfer station. If you're in the US, it has no meaning.

wartz is correct. I used to work at a landfill and recycling center. Trucks came in all the time to dump their load.
