File a claim with the city/county/state the officer works for to get compensated for the damages to your fence.

Be grateful that he risks life everyday to protect people for a ridiculous amount of money. In most cases, if a police officer has to do a little exotic driving, it is because the general public has their hear so far up their butt, they do not get out of the way for an emergency vehicle. If you have a life threatening situation at your house, how do you want the police to respond?

Make sure you take pictures of it, and make sure another police officer or state trooper take a report on it. I would call my insurance agent ASAP and ask him what to do. I think all of the above will cover you, and get the money to fix your fence back.
