Get your lights at the Dollar Store; 100 lights for one dollar. Put them up with either double faced tape (dollar store) or cup hooks. If you leave holes in the walls; fill them up with toothpaste.
I have them on the tops of my kitchen cabinests, they make great night lights.

Do you not want to put holes in the walls because you are renting? The best idea I can think of is to install Rope Lighting. It comes in a variety of colors. You can get it at Home Depot. Maybe a way to secure any lights you want to hang is to tie some clear fishing line to the outer cover of the wire(plastic covered of course) and make a loop on one end. You could then nail the loop underneath the trim that goes along your wall.(like baseboard or chair rails) if you don't have those you might consider putting some up. They really tie a room together well and you would be using the nail to hold the trim and the lights. My answer is probably hard to understand without being able to see what I'm talking about. but good luck and try to visualize through your creativity! Your local hardware store should be able to provide you with some good answers also.

Use 3M Command hooks. They make ones especially for holiday lights. These are the hoooks that adhere to the wall securely and then remove without damaging the wall.

You could use a staple gun but that would put little holes in the wall so I don't know what else. You could use that white gummy stuff that you can use on walls I am sorry I don't know what it is called or where you can get it but probably wal - mart has it.

There is a clip with an attached nail that is used to secure electrical cords in a neater fashion. I picked up a kit with multiple sizes at Ikea. Sounds like that is what you need.

Use a stapler for wood, the holes are tiny.
