like when lets say two of my finger are on the first two frets (one on top one below) my finger cant move sideways is there a technique i should know our a way to strenghting up my finger please help

Just practice changing from chord to chord, until that fingers strengthens up, and will be useful, it takes a lot of time and practice, if you are new!

There are exercises that you can do for that, you haven't played long enough that's the problem, you'll get used to using that finger with time and practice, try this, count fret one, two, three, and four, now take your fingers and play the first fret with the first finger, the second fret with the second finger, the third fret with the third fret, and then the fourth fret with the fourth finger, do this up and down the strings, and then start with the second finger and end with the first, then again starting with the third and ending with the second etc, remember keep your hand and fingers over the frets, don't move them or your hand, as your going to the next fret continue this on all six strings, slowly and then continue moving your first finger to the second fret and start over, do this slowly a little every day, don't over do or else your fingers will bother you, work up to being able to do this for about twenty minutes a day. Hope this helps, I know it did me years ago when I first learned, but remember go slow, that's the most important thing, your training your muscles, good luck, bye !!

First, make sure your fingering is correct. If, for example, you're playing an Am, then the right fingers are: forefinger on B fret 1, middle on G fret 2, ring finger on D fret 2. Get them upside down and sure 'nuff they won't reach.
