Not that long ago no one had ever heard of "a wedding program." This is truly a truimph of modern marketing. Have you considered skipping this entirely, thus using less paper and saving printers' fees? You could spend the money on more champagne!

The program is used to tell who is participating and announce the different parts of the ceremony and corresponding music. You do not need to put the vows in there unless that is whatr you want. Normall you list the wedding party, parents of both the bride and groom, the officiant, musicians and the names and composers of each piece of music.
You can add or exclude anything you would like.

That would depend on what kind of ceremony you're doing. There are some helpful sites that you can check out that can tell you what the typical wedding programs are, depending on the religion/faith.

the names of the wedding party, parents, any CLOSE family members who are deceased (parents, siblings, etc), and order of events.
