I wouldn't say any particular religion espouses that idea, but the idea of karma would hold that what goes around comes around. A disability isn't always a negative, though. It can be an important learning experience in the grand scheme of numerous reincarnations.

You are thinking of Christian Science (not to be confused with that whacko Scientology crap).
Started by Mary Baker-Eddy. They believe all illness comes from sin and that children's illness is from the sin of the parents.
My mom "studied" with the nut cases for 15 years and was never allowed into the membership because she needed a hip transplant.
Anyway, google "Christian Science" and "mary baker-eddy" and you will find more info than you could ever read.

Um, I honestly don't know.
I believe that my sister (she is mentally challenged) was REWARDED for a past life with her disability. She was born into a family that loves her and she will never have to lose her childlike innocence or worry about someone caring for her. She plays and is childlike everyday. Doesn't seem so bad to me.

I can tell you that LDS (mormons) believe in pretty much the exact opposite...we believe that those spirits born handicapped were very special in the pre-mortal life and their only challenge on earth was to come and gain a body, they don't have to be tempted by the devil... what a wonderful blessing!
