100%..... which would be pure grain alcohol.
Everclear is nearly pure at 95% or 190 proof, and is also available in a 75.5% (151 proof) concentration.

It depends on the state you live in. Some states do not allow over a certain proof (varies by state) and others go to 151 proof. You can get Bacardi 151 in a lot os states.
The highest proof you can get in at least some states is 190 which is almost pure alcohol. aka Everclear.
The highest proof here in California is 151 although I think you can still get 190 proof in Nevada?
Not to preach but I would stay away from super high proof stuff because it can make you sick or even kill you!
When I was in high school some kid drank jungle juice which is everclear and cool aid and he killed himself from alcohol poisoining!
Anything over 80 proof is gonna get you really drunk anyways!

Pure ethanol is 199 proof, while everclear is 190 proof. Everclear is illegal to sell in some states while ethanol is not considered a purchasable beverage (unless for medical purposes, and who knows what that would be for). Rum 151 is likely to be in every liquor store for your pleasure of drinking.

190 proof is the highest. 200 proof would be absolutely pure alcohol (100%) so 190 proof is 95% pure alcohol

The highest my friends and I have ever bought is from Poland and we have only found one liquor store in our city (so far) that carries it. It is 96% or 192 proof. It is called Spiritus Rectificowany I believe.
