it sounds like your dog is not bored, you are a great owner, and great that he is almost always around someone.
your dog may have teeth problems, he may be having a little discomfort, and the plastic bags help alleviate the pain.
i would suggest takin him to the vet, and removing all plastic bags from his site.

One of my cats had this problem too and I was told that plastic tastes sweet to some animals and they can't get enough of it. I don't know why your dog only acquired this taste at 12 years old, though.
As everyone else has said, though it's a pain, keep all plastic out of the dog's reach as this is a very dangerous habit he's developed.

I have no idea why he would eat these but you need to prevent it. A plastic bag is an item that is so likely to create a blockage and possibly create torsion which can kill your dog quickly! You are going to have to be so very cautious and diligent about not leaving any plastic bags where the dog can get to them. I also would be working very, very hard to teach him to leave them alone!!

Maybe bored and likes the noise or just the pleasure of tearing things up. Terriers I guess are suppose to like doing that kind of stuff. But first and for most is cause you allow it to happen. This is a dangerous habit to have. KEEP it out of reach.

I had a dog that did the SAME THING!
It drove me nuts, had to hide every, single bag AND worry about it getting stuck as it was coming out the other end...talk about embarrassing!
I never did get a logical explanation, would love to hear what others say.

Dogs crave attention, hes probably also just doing it because he likes the feel and the sound and the way it feels when he chews it! He may be 12 but hes still baby!

There is probably a chemical in the bag that tastes good to him. I have the same problem with my male cat so just try and keep the bags away from him.

be careful of this as your dog is eating platic bags they have the tendeacy to ball up in the throat and cause suffocation, also can become lodged if enought is eating becuase it will not digested, chewing things is natural to dogs, he just likes the taste of it, also he maybe stressed, and that is what maybe realieving his stress

My cat does the same thing. They like the sound of it and they enjoy doing it. It gives them something else to do on their spare time. He he.
