say i got it and it was dormant till i started up business, would the government make me pay money or??

You don't pay them anything for not using the EIN number, and they don't pay you.

It's up to you. I used a tax id number when I did contract work because I didn't want other companies to have access to my private social security number. Identity theft hadn't yet become national news, but my friend already had been a victim of it. Some people use a tax id number instead of social security to separate their business from their personal, as in the case of a sole proprietorship.

No, but they will expect tax reports on the scheduled due dates and will potentially assess taxes based on assumed activity if you do not file. You may want to call them to see if you can put the account on hold/dormant until you get the business up and running.
