when milk isnt spoiled is it an acid or a base?

Hmmm.... Out of curiosity, Why? I would assume it is a base. It is intended for babies (be it human, cow, goat or giraffe) so I would assume it to be a base. I'm probably wrong, though (not the first time, won't be the last).
