The newer recievers and sound equipment seem to show the level of the volume in reverse. That is, the number shown at a normal listening range might be -34db (that's MINUS 34 decibels)
And when you turn the volume DOWN the display goes down, like to, - 40db (that's minus 40), -50, -60db, etc.
And when you turn UP the volume the display goes up ( lower minus numbers) like -30, -20 and finally zero .
Please explain what they are trying to say

It is a scale to represent reference level. 0 is the level the sound mixer intended for you to listen at. The negative levels indicate the cut level you have. Just note that sound pressure level is non linear and most often logarithmic in nature. So that reference level is just a averaging overall of frequency response to a given level.

Also sound pressure level (SPL) is doubled every 3 decibels (dB) i.e. 63 dB is twice as loud as 60 dB. all measurements made at 1m.
