There are a couple of possibilities. Maybe his vocal cords are damaged. Does he make other noises, like growling, whining, or anything else? If so, just know that some dogs just don't bark. It may not be because of any medical reason, it may just be because of his personality. As long as he's eating fine, running around, and not being sluggish all the time, then he probably just fine.

There is the possibility that he was trained to bark on command. This is a great effective way to stop a chronic barker. There is the downside that is horrible to think about, but it is possible that the dog could have been trained in a negative manner not to bark and knows in his psychie that if he barks a very negative result will occur.
If you wish to train him to bark you need to do what you can to get a bark out of him. with hold a treat until you hear a whimper/whine or bark then praise and treat. After you get a bark out of him put a command to it such as "speak". when he does "speak" praise and treat. I strongly recommend using a clicker when training a dog to bark. Upon the slightest sound that comes out of him click, treat and praise. continue to do this until you get a full bark.
Since you did not mention what type of dog he is I have to offer the possibility that he is a Basenji? Info here>> http://www.pets.ca/breedprofiles/a/basenji/b1.htm This breed is a bit rare in the states but is known as a bark less dog. But they do yoodle and are not a totally silent breed.
If nothing works, I suggest you get a yahoo id for your dog and have him go on yahoo answers to chat with dogs who do have a chronic bark problem to reveal his secrets!! :).

**it is important that when using clicker training that the clicker is ONLY used when the dog does the command requested. If "outside" clicks occure it will confuse the dog and difuse it's effectiveness.

Possibly the previous owners taught him not to bark by yelling at him when he did? Try to record another dog barking to see if it influences him. Use a treat to coax him to "speak". Hold it up and say "speak"! He may not give a full-on bark, but little by little he may eventually. Good luck to you!

Ok umm mabey they had him de barked or they did something to him because i have 4 dogs and they bark all the time and i have 3 that are outside dogs and they bark all the time.

Chances are that your neighbor trained it not to bark, I trained my dogs not to bark without hitting them.There is a proper way to do it. And i have Labs.

Be happy you have dog that doesn't bark. Lots of people dream of that. He just doesn't have much to say. And some breeds (greyhounds, whippets, golden retrievers) don't bark all that much.
