Assuming your in the UK, then as long as the car/vehicle is tax and insured then it can sit there as long as it like, noting that it isnt allowed to cause an obstruction, like parking on pavements, or narrowing a road so that a fire appliance cant get through!, if this happens report it to the police, if they are parking as the kerb side like anypne else, then inform the council, they will probably fob you off, but the highways dept maybe interested, and you could always ask for residents only parking during the day! (if the others agree)
Sorry it not too much help, good luck but i do symatise, as lived near a school and teachers/parents on the school run caused loads of damage and loads of hassle parking.

Check with your local city ordinance laws. Some cities do not allow cars to be parked for more than a week in the same spot, or your city may have a law to prevent businesses from tying up parking on public streets for a specific amount of time, but these types of laws tend to be handled specifically by each individual city, and not by state wide laws.
Otherwise, it's hard to force the business to not park on the street as the street is a public area.

No it is not legal. Contact your Town office and make a complaint. Even sign a petition if you need to. His business cannot overrun the public parking.
