They're not, really. They may look tight, but basically it's a compressed diaper inside skin-hugging lycra. No tighter than regular trunks then and way roomier than speedos. The tightest bit of clothing is usually the helmet, which can be a right headache.

Willy has the best answer. This type of short allows the use of padding as well. Many other sports adopted the cycling short (without padding) to help fatigue.

The main reason is to reduce wind resistance but they also:
- Protect the skin against the repetitive friction of the legs against the bicycle seat or frame.
- Draw sweat away from the skin to prevent chafing and rashes, and to cool the rider down from the process of evaporation
- Compress the legs, which can help combat muscular fatigue.

They are meant to be a second skin to prevent chafing, support muscles, and wick sweat better. If they're cutting off circulation, THEN they're too tight. No underwear is worn with them, BTW.
Or you could go ride in cotton undies, and place a tender portion of your anatomy under most of your body weight, make it hot & sweaty, and rub it raw for three hours.

This is a total gues, but i think b/c when you cycle your legs move a lot and if your ride long with loose clothing it may give a rash for rubbing agaist the skin.

Life has many unanswerable questions i believe this isn't one of them, i just reckon the person who invented them got their jollies off looking at men/women in very tight shorts and as an excuse said "hey offer less wind resistance" then went into a room and thought i got away with that one
