You need to apply for a visa from the Iraqi Embassy in Washington DC. But I've been unable to find the visa requirements.

Write to the State Department or go to the American Embassy in Washington, DC and they can give that information!!

unless you are going on legitimate business, you cannot. Iraq is on the Do Not Travel List put out by the State Department.
