The more agressive rat could be hormonal. You might consider having him neutered, which should calm him down.

there are a few ways to stop the fighting easiest is to separate the 2 rats. another way is to get a water bottle and spay them when they start fighting. Using a water bottle is a good way to train rats the spay discourages their behavior, and it does not hurt them and since rats are smart they will learn that fighting gets them sprayed which they do not like. AS for the biting that is another issue it sounds like you Handel them often, and the biteing may be a way to express them being upset, or the rat may be testing you seeing what it can get away with, With my rats I have found a way to stop them from biting me and my family. when you got to hold them the may bite so that you will put them back, when they bite give them a small thump on the nose, then pick them back up and let them know that you are not giving up, it is a test of wills, and the rat will eventually give in, every time he bites thump him but do not put back that means he wins

Male rats don't get along very well in cages together, so either get them neutered or separate them. That is the only thing that will stop the fighting. Also, rats are really smart. So if one of them is biting you, restrict it's "outside" time. We had a rat that bit. We would take all of our rats out to play and if that one would bite us, we would immediately put it back in the cage and close the door. A rattie time out.

Throw a towel over him and separate him from the other. If you have a spare cage, put him in it.
