This is because of a person's genetic makeup. There is nothing to be done to make the jaw bigger.
Sometimes surgery is done together with orthodontics for certain situations to correct the bite.

An underdeveloped lower jaw or an underdeveloped upper jaw is the result of an epigenetic change during development in the womb, affecting the micro RNA that triggers the growth of the lower jaw bone and chin. If a tablet of a Homeopathic Cell Salt called Calc. Phos. 30X is given to a child at least twice daily, prior to 3 or 4 years of age, the disrupted bone can be stimulated to grow to normal size, usually resulting in a nearly or completely normal bite.
