They are in unrepentant sin. They may still be a Christian but - strictly speaking - they are damned if they happily wallow in sin with full knowledge that it IS sin and don't repent of it.

Of course, if they sincerely repent of this sin and turn away from it, God will always forgive them

No ,you can be forgiven but you have to stop doing the sin or you are back where you started , people can lose their salvation.

Yes, of course. What makes you a Christian is your belief in God and the Christian plan for salvation, not your actions. Sure we can say how a Christian "should" act. But we can't judge the state of their Christianity.
