There are 8 other states that have no state income tax (AK, NV, NH, SD, TN, TX, WA, and WY).

With the possible exception of Nevada, they all probably have less revenue from tourism than Florida.

And they all largely make up for it in high property tax rates (with the possible exception of Alaska due to oil revenue).

If I had to venture a guess, if Florida's tourism completely dried up tomorrow, I'd say Florida would increase it's property tax rates rather than enact a state income tax.

I would think they might not use an income tax however Florida does have a sales and use tax of 6%. I believe they might increase the sales and use tax to 6.5 or even 7%. they won't put an income tax in place. they'll use already existing taxes that are in effect. they also might add new fees, fines and surcharges in that state, maybe.
