I mean what does she expect him to do? Or perhaps she doesn't think he has the guts to do it is that why she would be taken aback? Her actual reply was "I don't know I've got a lot on my plate at the moment" that basically means no so why the surprise? If she doesn't want to go out with the guy then she shouldn't be making eye contact and smiling all the time

i do know her and have made small talk with her...I had about 2 weeks of her smiling dreamily at me but was a bit shocked by her evasive answer...I thought she was very special but I'm not so sure now...:o(

Errr...i think i maybe guilty of this one, you can like someone and then when they approach you be totally crippled with shyness, so make up some stupid escape route by saying you're busy.
For me, i think you should just chat to her casually, and then add it to conversion something like 'a couple of us are going to the pub fancy coming along' then its not so 'date' like, then talk to her as much as possible when you're at the pub and then she'll probably be more comfortable around you and then a date might be a bit less daunting. Sounds like a lot of work i know, but if you really like her its worth it.

Five simple words "She is playing hard to get"!
That is how most woman play it and by him finally asking her out, after she has been staring at him forever, shifts the power to her direction (because she has felt he has had it all along and now its her turn) and so she will play this game. Unless you find something really remarkable about her, just know she is a game player.

Maybe she did not realise she was staring at you. Maybe she was surprised that she got lucky. You should have just asked her why she is so surprised.

she probably didn't realize you noticed her staring at you all the time flirtfully to get you to notice her, but a lot of guys usually don't know that means she likes you.
idk what the tone of voice was, but she's probably happy, just shocked you asked her so quickly.

Perhaps she was staring wistfully at the poster of vacationing in Hawaii behind the guy.

The guy probably read "the signals" or lack thereof incorrectly and mistook someone looking in his direction and smiling for something more than, well, someone looking in his direction and smiling.

You probley shocked her when you actually spoke to her. You should start making small talk with her so she will be comfortable around you.

1. she finds you attractive - she may have just been letting her fantasy of dating you run away with her.
2. she might be playing hard to get.
3. she might just want to sh*g you but not have the relationship.

maybe she just wants to admire from afar....it may be that she is attracted but has some other emotional issues to sort out before she can let anyone get close to her.
