It's hard to say. It's my opinion that it blends both, and also uses various literary devices such as allegory, and metaphor.
Did God create the Earth in six days? I don't know. I think perhaps that is a metaphor, of sorts.
Did a donkey talk to Balaam? I don't know. However, it HAS been proven that there was a man called Balaam son of Beor, and he was exactly what the Bible said he was.
Did a flood once cover the entire Earth? I don't know.
Did Abraham exist at one time? YES. Archaeologists found the Valley of Ur, and they also found an inscription which dates back to the time Abraham would have lived that bore his name.
Did Satan and God have a conversation about a man named Job? Maybe, if they exist, it's possible.
Does the Bible contain some scientific fact? Yes.
Does the Bible have prophecies which were actually fulfilled? Yes. Even prophecies which took place historically? Yes.
Does the Bible name specific people and places that actually existed? Yes. Can all of it be proven, or has all of it been proven? No.
So really, it's hard to say whether it's a book of fiction or non-fiction. Even fiction sometimes contains grains of truth. And most of the Bible, from what I've seen, is the TRUTH. With some fiction.
I say it's a bit of both.

Depends on which part you read. Some of it is clearly fiction, like the Job story. Others are non-fiction. Some are fiction, but based very strongly on fact. Then you have your letters and apocalyptic letters which aren't non-fiction YET, but might be someday.

Having researched history text books written by PH Ds and that classic Astronomy book by Dr. Fred Hoyle that says Pluto is a planet and we are in steady state.
I'd tend to say ALL books are fiction. They are rhetorical propeganda written by a biased author to present a point of view that author subscribes to. And to present it as fact, brain washing a public that does no research and is not into critical thinking.
Were you aware the Revolutionary Army bribed ALL of it's soliders with acres and acres of land in exchange for a 2 year contract and on anyone's give anniversary day they walked out of Valley Forge, waving BY BY to George Washington and went home and fought no more.
Do the research, read the diaries of those who where there. Read the actual contracts. Some still exist.
Did they teach you how patriotic the Revolutioniary army was in High School!
All books should be taken with a grain of salt.

Since it is a reference book like the Koran, The Brothers Grimm, and Greek Mythology, it belongs in Nonfiction.
