or is it entirely possible that governments will use a little slight of hand to funnel it to "non-earth-saving" programs?

I absolutely believe that green taxes will be used to save our planet!
Just like tobacco tax is used to help people quit smoking and social security taxes helps people retire and the gas tax helps build roads, and so on and so forth.
Have full faith and confidence that the government will do exactly what it says every time and would NEVER mislead its constituents due to any lobbying pressure or anything.

It depends on the tax and how the funds are allocated.

Before the TV show, Orange County went bankrupt and pillaged funds from the Harbors, Beaches and Parks section of the county to help get the county back on its feet. That money was supposed to go to run the parks. Park maintenance, acquisitions -- many vital areas were affected for years by this decision.

Assuming the funds aren't raided, it still doesn't mean the money will be used with great efficiency, but that's how the system works. Usually there are some safeguards to prevent funneling, but again, the public isn't watching where the money goes for the most part, so it is possible.

The government is pretty good in the slight of hand department, and not just in the green department.

I don't think all green taxes will go towards saving the environment... The governments will try some way of using at least some of the money for other uses.

Lol. Show me one hypothecated tax where the UK Government have actually used the taxes collected for the 'cause' they collected it for. You have to look at the BIG picture. When they collect it, it doesn't matter what pot it goes into they have just taken on the responsibility (on our behalf of course) for the problems.

When they really do start being problems, then of course they will have to get rid of more doctors and nurses from the NHS to pay for their previous overspending.

Never mind it if you can delay paying your bills when you are in Government you can always pass them on to the next party who is elected.

Green but cynical. LOL.
