HAARP? Area51 frantic caller?

Ok,I saw the Area51 Frantic caller video on Youtube and the guy told something about HAARP a ''shield'',that there are many safe areas for the population etc..Do you think that this caller is joking?The thing that makes me to believe this thing ,is that its very hard to jam the satellite and only the goverment and NASA can,if that guy is joking they wouldnt jam it,right?So do you believe the callers claims?

That has nothing to do with global warming.

Oh, sorry, Everything today is all about global warming. What was I thinking.

All of the HAARP problems would go away if he would just replace his light bulbs.
