You could try talking to the landlord about the situation. Usually they have it in contract that if the dogs are causing a problem for the other tenants, they have to get rid of them or be evicted. The threat of that is enough to get them to change the way they do things.

Every night when this happens, do you yell out the window,"QUIET", or do you just stay in your apartment and suffer? She may think she is being quiet since you haven't said anything to her again. If you greet her in your pj's or underwear at the door of your apartment when she is walking by and address the problem EVERY time she wakes you for a few nights, she may get the idea and finally realize how much she is disturbing you. If not, your neighbor is extremely rude and inconsiderate and I don't think anything short of a threat of eviction is going to stop her since she has been doing this for over a year and you have spoken to her already about it. Are these all small dogs? If so, she could use puppy boxes with puppy pads in them at night if her dogs have to go pee after a certain hour. If her dogs have that bad of a problem with their bladders, maybe she needs to take them to a vet!
A few other things you could try would be:
You can talk to the landlord after speaking to her.
Offer to walk her dogs before you go to bed as a reminder to her that it is late.
Wake her up in the morning when you are getting up to let her know what it is like to be awakened, by banging pots and pans outside her window or ringing her doorbell or knocking on her door and asking if her dogs don't need to go out to pee.
Buy a Pet-Agree (it is blue, don't buy an off brand) and use it out the window when the pets walk by and bark. It puts out an ultrasonic noise they can hear. You have to give them a command to train them, so you will have to yell "QUIET" when you are pressing the button for a few nights, but after that, pressing the button should train them to shut up.
If the landlord won't help and nothing changes, I would try one night closing my windows and using ear plugs to see if that worked. If it did, then maybe I would just sleep with the window closed. If it doesn't, then maybe it is time to move. It shouldn't be that way, but if there is nothing in your lease about dogs and the number of pets someone can have and disturbing the peace, and the landlord won't help, you will have to go elsewhere.
I have little dogs, and their yapping is annoying to me, so I can only imagine how bad it is for you. I hope this gets resolved for you. Good luck.

Find what motivates your dog. Some dogs do anything for food. Some dogs do anything for Toys. Some do anything for a good petting. Some do anything for only one type of food, like cheese, or hotdog. Sign up for a dog obedience training class. It will not train your dog. It will give you training on how you can train your dog. Most people understand the idea of training, but there is a right and a wrong way to do it, and there is good and bad technique. Timing and consistency is very important, and it helps to have feedback of someone watching you who can help you improve your technique to get more efficient results with your dog.
However, she may be somewhat anxious around other dogs, sort of like the shy kid on the playground. She will benefit from continuing what you are doing as far as asking her to sit before entering, but there are more things along those lines that will help her to calmly go in and out of the dog park. She may also benefit from going in short bursts, or only when fewer dogs are present, or avoiding times when other dogs that make her nervous are present. Maybe she just plays loud - my brother's dog is this way - or maybe she is a dogpark bully - sorry it is possible. But more likely she is just a little anxious around new dogs and she wants to play but just doesn't quite know how to do that and still feel comfortable. Don't be surprised if your dog does not actually like the dog park, and maybe she would get more enjoyment and less stress out of simply going for a good walk somewhere else.
A wagging tail does not mean that your dog is happy or even comfortable with the situation. It means your dog is emotionally aroused. This could be a happy arousal, or it could be a nervous arousal, or it could be an aggressive arousal. Go youtube it, there are plenty of videos of 'vicious' dogs who are throwing a very aggressive fit of barking and snarling while their tail is wagging vigorously. Even police dogs who are not let off the leash to chase down a suspect can be lunging and barking and snarling, and their tails are still going.

Well...you obviously have internet.....find a downloadable sound of a loud, large barking dog. Save it.....place your computer speakers on your porch and be ready for her nightly walk. When the little suckers bark....BARK BACK. Not only will it scare the crap out of her dogs, but her as well...you'll probably even get a good laugh. I personally would look forward to her nightly walk just to mess with her. It would be her dreading the walk!

Water balloons! LOL,seriously,tell her she needs to hush her dogs or you're going to call the police,as it disturbs your sleep.Or,you could try a white noise machine and ear plugs! I know how you feel,as I have a terrible time getting back to sleep once I've been awakened,only with me it isn't dogs ( I"m used to them),it's the telephone!

Yes the can, its called "Disturbing the peace"
Just because it only took 5 seconds to kill a person, dosent mean the murderer dosent go to jail. Justr complain to the police and tell them the situation.

complain to the landlord or buy some earplugs.
if the landlord talks to her and she continues this behavior, get some lawn sprinklers.

its not considered disturbance because its not on going there is not alot you can do except ask her to try and take them out earlier or offer to do it for her if she is not home
