Well, mikeysco is partly correct. However, a person gets a syringe in accordance with the article if he gets it from a pharmacist or physician for the administration of insulin or adrenaline. This does not require a prescription or permit, but the person must establish his identity and a record must be kept. (Bus. & Prof. Code sec. 4145.)
There is no limit on how many syringes one may get under this statute. So, IF the syringes were obtained from a pharmacist or doctor, and IF they are to be used to administer insulin or adrenaline, then there is nothing illegal about having them. It seems unlikely that a diabetic or person needing adrenaline would require 300 syringes, and possession of that many would probably raise red flags. However, if they were lawfully obtained (and, as noted above, there will be a record if they were lawfully obtained), then no crime has been committed.
ADD: Mikeysco: The error I see in your answer is the statement that one must be "authorized" to possess a syringe. No authorization (e.g., prescription or permit) is required, so long as the syringe is lawfully obtained from a pharmacist or physician. Perhaps you meant something different by the word "authorized"?

My son has diabetes and requires 5-10 shots a day...we get a 3 month supply all at once, so when we first get our supply we have 1000 needles. So to answer your question, if you have a reason to have needles I cant imagine it would be illegal. If you have substances in those needles that are illegal or controlled and you do not have a viable prescription for those substances then yes, that is illegal.

So you shop at Costco-
if the cops search [why would they be there? ] and find
them, they will claim ''drug paraphenalia ''...which might be true if you are diabetic.
