An I love you too will do depending on how or what you feel towards the person.But in order not to lie to yourself & the person simply say thank you or 'I know'...

He/she expect you to say the same. But it's ok to say thank you if you don't feel saying I love you. Thank him/her for loving you. (It's not everyday that other people express their feelings.)

Generally they are hoping that you love them too, and will say the same to them. The only other scenerio is that they want sex from you, so they are trying to make you think that they love you so that you will have sex with them.
