How to do this effect in photoshop?

I wanted to know what effect did they use to to convert those building to show up like that. I know the website is coded in flash but I just want to know to how did they convert those building s on the right into sort of black and white . Thanks in advance

They are not real buildings converted to B&W.

They are drawn using a graphics program like Adobe Illustrator or many others. You can also easily do this with Paint - included in Windows for free.
