may be you are not kneading it well..
also-
use less of water,
sprinkle some dry flour,
apply some oil on your hands,
and the best you can do is to leave the dough unattended for at least 1/2 hr. for it to be in shape..

firstly, are you sure it is 1 CUP of salt? What sort of dough is this? Anyway, 1 cup of water is way too much for 2 cups of flour so you just need to add more flour until it becomes a workable dough.

Sounds like a Play Dough recipe with all that salt.

Add flour, just a little at the time, and knead it in before adding more flour.

Keep adding flour until you get the consistency you desire without the stickiness.

Add flour to the dough. And you've added way too much salt. I'm not sure what you're going to do with this dough, but it won't be edible.
Keep dusting the dough with flour and kneading it until it becomes the consistency you want it to be.

What kinda dough is it? It looks like (from the items listed) you are trying to make salty glue.
Try sprinking it with flour and dust your hands with flour too.

too much water. Never add the amount of water that they tell you. Always add liquid to dry slowly. Stirring until you reach the right constancy.
Add more flour until you are satisfied.

put some olive oil on your hands when you're gonna work with the dough so no messy hands. either that or try sprinkling some flour on your hands. =]
