Now that depends.
If is coming into the USA and are a legal immigrate there are all sorts of goody the legal US citizen do not have the privilege of getting. For instance there are special business loans at very very low interest rates so a legal can start up their own business. There is also special grants for illegals if they want to take college course. Grants that supersede what the grants of a legal citizen.
On the other hand, most legal immigrants have to learn a new language and acclimate themselves to a very different culture. These changes can be very difficult for the Legal immigrant.

UNFORTUNATELY its much more difficult to be a legal immigrant than a born citizen (is that what you are asking?). I have nothing against making it hard to be a legal immigrant, but listening to people whining about illegal immigrants makes me wish that citizenship could not be gotten by an accident of birth.

I wouldnt mind if it went back to citizen rights being earned by something. Military service, or college, or homeowner, or going thru all the tests that immigrants have to do, etc. Any of those and maybe a few others should be required. You should have to BE a citizen before getting citizen rights.

It is more difficult to be a legal immigrant because if you break the simplest law there is a chance that you can be deported. Legal immigrants that naturalize to be a US citizen cannot be deported. Legal immigrants cannot vote in elections and also cannot get certain social security benefits. Also they cannot get certain federal and government jobs.
Also if you are a legal immigrant you cannot stay out of the country for more than 6 months for the year. If one stay out of the country for more than 6 months they can take away your green card unless you apply for a re-entry permit.

It is more difficult to become a citizen, because you have to be a legal immigrant first.
1.You have to enter the country legally (visa)
2.Apply for temporary residency
3.Apply for permanent residency
4.Wait 5 years and then
apply for citizenship

It's much more difficult to get here as a legal immigrant. Once here all you need to do is wait 5 years before applying for citizenship.

to be an citizen of the USA all you have to do is to be born in the states or you can marry someone who is a citizen. To be a legal immigrant you have to fill out a lot of papers dealing with visas, purpose to be in the states, will have to be watched carefully, and alot more
