Picasa has an automatic collage feature that does this. Picasa is free from Google. It's simple and easy to use.

Highly recommended.

i think you do that yourself w/ an old camera or you cantake a picture and modify it with Photoshop to make it look that way.

fotoace is correct they are Polaroid shots.
