check how many calories you actually need (daily calorie intake calculator) - you might be undereating in which some people (including me) only gain weight instead of losing (even if i didnt eat at all)
you have to do cardio 4-6 times a week for average of 45min, 3 times a week is not enough. Doing cardio you can try HIIT instead of regular cardio.

I am curious, how tall are you? and what is your current body weight? 1200-1800 calories seems very little. Cutting one or two hundred calories per day is nominal any more and its unhealthy. It sounds like you may be starving yourself.
If you don't eat enough, your body enters a starvation mode, and instead of using up food for energy, it stores it.

First you have to figure out how many calories your body needs daily (you can usually find calculators on the web).
To lose weight in a healthy way cut out 100-200 calories.

You might also want to increase the number of times to workout to 4-5. Also understand that if you're going to work out your body is going to need more calories. Do not deprive your body, i.e. starve yourself, you have to feed the machine.

Try low carb, low fat, high fibre, high protein, and exercise. The foods are low caloried, and yet filling and healthy. Brisk walking is great for burning body fats.

It is my lifestyle now. I am on low carb, low fat, high fibre, high protein and a hour brisk walk 5 times a week, and I have lost 31lbs/14kg and gained better health. I am now maintaining my 108lbs/49kg for more than a year, with more fruits and complex carbs.

Details such as my experience, meals, snacks, recipes, foods to buy, reading labels, walking as an exercise and to shape the body etc etc, are in my blog
