To start with, you need to get business licenses, insurance licenses, have backing of investors, get incorporated and have millions in the bank to cover all potential losses. That is just the BEGINNING. If you can't afford your insurance deductible (from your other question), you will never afford to be able to start your own insurance company.
It is cheaper to start your own agency but you have to get appointed by insurance companies (not an easy task) & get your insurance licenses to sell insurance. You also need to know exactly what you are talking about because unless you do you will have a difficult time gaining people's trust for them to buy from you.

contact the state insurance department where you live--usually at the state capitol. They can provide you with licensing and funding requirements.

Should be licensed by the city/ county you plan to do business in .

legally is always your best bet !

If you don't know how, you can't do it.

You need to have MILLIONS to start one. And accounting, legal, and actuarial teams backing you up.
