I am not sure what civil service protection means. Can someone help?

There are many pros and cons on either side of the issue. For some places, a "civil service" system may be the best option. In other towns/cities, discretionary hiring & firing based on an internally developed personell system may be better.

Usually, larger cities will use the state civil service system for their city employees, while towns and smaller cities will develop their own employment policies, so that they can have closer control over their police departments (and other municipal employees).

A good example of a large civil service system is the United States Postal Service. All Post Office employees are employed under the (federal) civil service system.
