I would say it's better than 99.4 because the number of tours that have been conducted in Iraq (should be) higher than that 600,000 number (there are a lot of repeat customers) and each service has a different tour length.
But needless to say it's good.

My hubby has come home twice from Iraq, and is coming home next month. Considering how many troops have been there, and how many have died, the chances of survival are great.
EDIT: Joby did the math for you. He has his facts straight, so a 99.4% survival rate is great.

Let's see, there have been about 3800 casualties over the course of 4 years. There have been approximately 600,000 troops deployed. That comes out to about a 99.4% survival rate.

If you want the number of 99.4% stated just a bit differently, approx. 2.6 soldiers die per day in Iraq (whether accidental or combat). Nearly 26 wounded however.

it doesnt matter what the chance is. when you are in iraq you are taking a chance. u cant take a chance with death.
once you die, you are dead. you are leaving wife, kids, family, friends, and a future behind.
dont take that chance.
