Hi, first puppies introduced to cats very young can get along very well, your cats might not want anything to do with the dog, but as long as you can keep a special area your cats can escape to, it's definately doable. My pup was introduced to my cat who was with me first, and she actually copies some cat behaviors!
Instead of a dalmatian puppy, would you consider a pup from a shelter instead? There is nothing more special than going to a shelter and "clicking" with a dog or puppy there..you find one that really was meant to be yours.
Maybe you could start by volunteering at a shelter so your mom will see how responsible you are and that you really will care for the dog when you get your own. Good luck, and don't give up, you don't know what the future holds maybe you'll be at college at home or by that time your mom will have fallen in love with the dogalready.

Your parents probably have that feeling for a reason. not trying to offend you, but all of those reasons sound like good ones. A dog is a lot of work, takes a lot of time and is very expensive.

When you go off to college you can't take the dog with you and then your parents are stuck caring for it.

Wait until you are done with college and get a dog that you can raise on your own!! You will be much happier, trust me!

Dalmations are not easy dogs.. they are intelligent active dogs and will be bored if left alone too much.. they will become destructive...
a dog is a LIFETIME commitment, you even said your parents would be stuck with YOUR dog when you go to college - is that accepting a lifetime commitment?? nope.. its dumping YOUR commitment on somebody else who really doesnt want it...
you would take care of it?? how?? you are still in school, you are too busy to take care of it.. especially a puppy.. can you afford vet care, food, and emergency care.. (you, not your parents)...

its your parents house, they already have 2 cats.. its not your house..if your parents dont want a dog.. you have no right asking them to get you one..
wait til you move out and buy your own house.. then you can have whatever pet you want...

Do all your chores. Keep your room clean. Set back enough money every payday to prove you can financially care for a dog. (That's proving a track record of responsibility.) Read up on Dalmations, puppies, and how to socialize dogs and cats to one another, and be able to answer questions about them. Pets do require some work, and they are very worth the trouble. Good luck!
