The best consistency I've had with spinners on trout has always been, Panther Martin ('Regular" in silver-black or Gold) and Blue Fox (plated or fox tail type). For myself they are what ya' call, producers aka consistent! For lures, Rapala's "Original Floater" (silver), has always done me right. Not inta' Bass anymore, but ya' might just check out that species on the links given ya'. Alas' don't fret, there'll be a whole bunch of Bassmen/women on Answers that'll set ya' straight. Hope this helps ;)...
Note : Colors listed are my favorites, however conditions will dictate what color to go with ie., weather, water flow, what their in the mood for, etc., etc.. So guess one might say, "ya' got to go with the flow", sounds corny as H _ _ L I know ~ trust me ;) ;)...

I dont know to much about trout fishing but for bass I have had great success using the BooYah Boogie Bait. Second cast using it I caught a 7.5 pound bass and another that threw the hook that looked to be about 4 or 5 lbs. Great lure give it a try, I would tell you to go to basspro.com and look for it there but it is new so they might not have it in stock yet.

If you have to pick 1 lure I agree with Fish Steelhead a Panther Martin is my favorite for trout lure and will catch an ocassional bass too.
My second choice is a small crappie jig in brown or black they work great bounced across the bottom .

Night crawlers work excellent for brookies around here(upstate NY) or try using salmon egg sacs.For bass ,i find the 4" mister twister to be the most effective ,i also have very good luck with live shiners under a bobber

Use an inline spinner, good for all kinds of freshwater fish, can't tell you which one otherwise i wouldn't be much of a fisherman myself

"best" changes during the year........depends on what the fish are feeding on. Try to copy the natural feed. i.e. crawfish,bugs, etc.
