it depends on what mood you are trying to capture, if there is a sense of ergency or something like that you might tilt it a bit and take the photo from down low. But the rule of thumb is to be around eye level of the subject. To mix it up a little try shooting from the hip as it can produce some good results

Just about any angle that doesn't look up their nose.
