One important measure for me is how well the country handles health care. The United States ranks 37th. (SICKO)
World Health Organization's ratings show 36 countries with health care systems that provide better overall health care than the United States. Costa Rica is better than the US.

Gee, the only country I can think of is Canada. But, if language is not a problem there is Denmark, Sweden, Finland. Oh, of course, New Zealand and Switzerland.
