lately, he's peeing half paper half on the floor. can i do anything to help him fix this situation?

put the paper into a box for him to stand in.

Mine misses too sometimes and it is irriataing. However, at least he is making an effort to go on the paper. If the paper is wet maybe he is trying to avoid wet spots. Sometimes I have to go over and physically push her fanny onto the rest of the paper. I also love the first answer about the box. I might try it too.

I also have a 5 month old Pekingese and she is puppy pad trained. Once in a wonder she will do the same thing and I will scold her and pick her up and place her on her pad. She's doing real well.

How about throwing out the papers and teaching your dog to go outside.
