Well of course the speed of the plane has to be factored in. There is also police radar that can be used in a moving car and they factor in the car speed.

There's only one kind of Doppler Effect and that involves apparent frequency shift as a function of radial velocity. It quite often gets used as an added 'velocity vector' input to flight computers, navigation equipment, etc.
